UNER decidió no usar fondos provenientes de la minería

Desde 2009 se recibe un porcentaje de las regalías de La Alumbrera, que supera el millón de pesos. El actual rector decidió no utilizar ese dinero para evitar nuevos conflictos institucionales.

La discusión sobre la explotación de los recursos naturales en nuestro país se reinstaló luego de las protestas en Catamarca por el impacto ambiental que está produciendo la mina La Alumbrera; y también en La Rioja, tras las pretensiones de la multinacional canadiense Barrick Gold Corporation de explotar una mina a cielo abierto en el cerro Famatina.

Se habla de la contaminación que producen, a través del uso de grandes cantidades de cianuro y de la utilización de explosivos, cuyo polvillo se convierte en el principal factor de envenenamiento. Se objetan además los subsidios que reciben las empresas encargadas de la obtención de los metales y el escaso margen que recibe el Estado de las grandes cantidades de dinero que genera la actividad.

En la provincia, la discusión sobre el impacto de las mineras en la salud y el medio ambiente fue tema de debate en 2009, cuando cuatro de la nueve facultades de la Universidad Nacional de Entre Ríos (UNER) rechazaron recibir fondos provenientes de la actividad minera de La Alumbrera.

Finalmente, el Consejo Superior de la Casa de Altos Estudios resolvió, por 14 votos a favor y 12 en contra, aceptar los fondos. El actual rector de la UNER, Jorge Gerard expresó a Uno: “Nosotros recibimos una segunda partida a fines el año pasado y decidimos dejarla depositada en una cuenta. Desde un punto de vista legal, no se pueden rechazar estos fondos, ya que están estipulados por una Ley, pero no los vamos a usar porque no queremos plantear una nueva situación conflictiva”. En este sentido, expresó: “La discusión que se dio en su momento fue muy polémica. En ese entonces había otras necesidades en la Universidad”.

“No es un importe significativo, en relación al presupuesto de la Universidad. Es una cifra menor a 1.500.000 pesos. El presupuesto para este año es de 218 millones de pesos”, explicó. En relación al destino de los fondos recibidos en la gestión anterior, en la que fue rector Eduardo Asueta, Gerard expresó: “La primer partida se destinó, entre otras cosas, para mejoras edilicias”.

Por último, recalcó: “Ahora creemos que es importante que la Universidad esté unida, En este momento priorizamos el fortalecimiento y la integración institucional. Todas las facultades están al tanto de esta situación. El Consejo Superior puede proponer un destino para ese fondo y ahí se retomará el debate”.

Aún es materia pendiente difundir el destino de los fondos ya usados por la Universidad.

Cuando la UNER decidió recibir los fondos de la mina La Alumbrera, fueron las facultades de Trabajo Social,Ciencias de la Educación, Bioingeniería y Bromatología las que expresaron su desacuerdo. Diego Fainstein, en aquel entonces integrante del Consejo Superior, señaló a Uno que “los argumentos fueron varios, entre ellos que la suma no era significativa, comparada con el presupuesto que maneja la Universidad y que era más importante defender la dignidad de los pueblos que estaban siendo afectados. También se hizo referencia a los efectos de la contaminación y a los problemas ambientales y sanitarios que genera la actividad. Por otra parte se denunciaba que las empresas que explotan los recursos producen un perjuicio económico para el Estado, ya que pagan un impuesto ínfimo y no se las controla”.

Por su parte, Raúl Subías, personal no docente de la Faculta de Bromatología, con sede en Gualeguaychú, recordó que en 2010 a 440 empleados se les otorgó una suma extra de 250 pesos provenientes de las regalías. Tanto él, como un reducido grupo de compañeros decidieron cobrar ese dinero y donarlo a la Asamblea El Algarrobo, de Andalgalá, que se opone al proyecto minero Agua Rica.

Nicolás Mathieu, estudiante de Ciencias Económicas e integrante del actual Consejo Superior de la UNER, dijo que en este último año “no hubo un tratamiento de este tema”.

La asignación

La asignación de los fondos correspondientes al sistema universitarios fue exigida por el Consejo Interuniversitario Nacional (CIN), tal como lo estipula la Ley 14.771, reglamentada en el año 1958, que en su Artículo 18º, establece que la mitad de las regalías pueden ser distribuidas entre las universidades del Estado, cumplidas ciertas condiciones, entre ellas, la construcción de la ciudad universidad de Tucumán.
